If you're seeing this message upon opening a file in Office it means that your file has active content in it - such as ActiveX or a macro - and your settings have changed to no longer allow this kind of content in this file. Active content is sometimes abused by criminals as a method for spreading malware. 

If you're certain that you know what this active content does then you can move this file into a Trusted Location - such as Microsoft OneDrive for Business - and you should be able to open the file from there and have the active content run as expected.

If that doesn't work, or if you have further questions, contact your organizations IT support.
